Since 1981, the City =
of
San Diego has issued a noise variance to the San Diego State University Interfraternity Council (IFC), the governing body for=
SDSU’s sixteen general fraternities, enabling t=
he IFC
to issue permits to member fraternities to exceed the normal sound level li=
mits
specified in the San Diego Municipal Code for a limited number of events un=
der
specified conditions (time, decibel limit, etc.). Since 1999, the United
Sorority and Fraternity Council (USFC), SDSU’s=
span>
governing council for culturally-based social fraternities and sororities, =
has
also been granted a variance to cover its member fraternities that operate
official chapter houses. (Currently, two USFC fraternities operate chapter
houses.) The variances allow each fraternity to apply for four permits per
semester for events to be held on weekends or certain holidays, one Thursday
night event per semester, and one weekday event during recruitment week each
semester. Weekend and holiday events must conclude by 11:30 p.m. or midnigh=
t,
depending on location; Thursday night events must conclude by 11:00 p.m., a=
nd
weekday events during recruitment week must conclude by 9:00 p.m. No event =
may
exceed four hours in duration. Fraternities that violate permit conditions =
are
ineligible to apply for additional permits for one semester. In exchange fo=
r the
privilege of receiving noise permits, the IFC and USFC have agreed to imple=
ment
a Fraternity Noise and Litter Control Program. The terms of the variance and
the agreement between the College Area Community Council (CACC) and the IFC=
and
USFC regarding the Fraternity Noise and Litter Control Program are reviewed
annually at the end of the academic year. The review meeting for 2005-06 was held May 22, and all parties agreed to continue the
agreement without any substantive changes.
The community is invited to provide public input at the CACC
meeting on Wednesday, June 14, 2006 at the College Rolando Branch Library, =
6600 Montezuma Road.
The meeting starts at 7:00 p.m., and the public
hearing will be a special item of business on the agenda.
After receiving a recommendation from the CACC, the City Noise Abatement and
Control Administrator will determine the conditions for the noise variance
issued to the IFC and USFC for the upcoming year.
